Why is the DOH allowed to conduct sham-investigations?

Why are they covering-up blatant misconduct by Swedish Medical Center?

Background

After filing a number of medical complaints to the DOH I received the reports at some point afterwards. To my surprise the reports repeated falsehoods that were easily demonstrably incorrect. For example I am told that a culture was not resulted on April 25th - yet I have the paperwork right in front of me showing that it was resulted. A second report claims it was resulted but for MRSA, not MSSA (staph) and that I was diagnosed with MRSA on that day. A third report claims I was informed of staph and that an infectious disease specialist was consulted that day - all of the pages of the medical record show that this was not true. The DOH says they cannot review a case they have already closed. Even though I was not sent the reports to well after their 30 day appeal limit. Not only will they not address the issue - or the issue that Swedish Medical Center did not provide all of the documents they requested and told falsehoods as well - there appears to be no one at the Governor's Office interested in this. IT IS AN AFFRONT TO VICTIMS OF MEDICAL NEGLIGENCE . IT BORDERS ON FRAUD TO TAKE A GOVERNMENT SALARY AND NOT TO DO THE BASICS OF ONE'S JOB. FINALLY - WE NEED HOSPITAL OVERSIGHT - FOR WITHOUT PROPER OVERSIGHT IT LEADS TO THE KIND OF NEGLIGENCE AND RECKLESSNESS THAT BEGAN MY CASE IN THE FIRST PLACE. Please contact me if you can assist in contacting the Governor's Office and demanding that the problems of ineptitude at the DOH be confronted.

Showing just a few of the errors below - that should've been easily verified by looking at my medical record. Unfortunately - investigators merely parrot he hospital's cover-up stories. The evidence - the facts of the medical record, labs, and discharge paperwork should not be debatable. They are entitled to their opinions but not their own facts - they need to show evidence and documentation - just as I have - not just interviews with Swedish Medical Center - if their story made sense there would've been no complaint to begin with.

Besides numerous errors - such as the account of my care on April 21st - which is wildly inaccurate - the investigator also claims my culture was not resulted on April 25th.

Culture was taken on April 21st - and resulted on April 25th (next image)

Resulted on April 25th (the DOH report clearly inaccurate - it also ccontradicts 2 other DOH reports I received)

No mention of infection - well after lab was resulted. No revisiting that I was admitted on April 20th - with concern of an infection so deep it might have reached the bone - only to be discharged with no oral antibiotics -- and told they did not believe I had an infection (which turned out to be false - see preceding lab)

Patricia Hoyle's report claimed I had MRSA in 2017 - which was not true. Deborah Barrette's report claims I was diagnosed with an infection and informed on April 25th - this is not true as well. This page and the next show my list of diagnosis and the dates noted. The diagnosis was made on June 2nd and not before.

None of the three reports mention that I developed Sepsis - (after 6 weeks of being told I had "uninfected toes" "infection ruled out" "low suspicion of infection" and "labs looked good" - those are words directly from the medical record and discharge instructions) Is wait until Sepsis and then do an amputation the way to treat a staph infection? They even refused my request for oral antibioitcs a mere week before the Sepsis and amputation - saying they were not concerned for infection.
